PSII Core v2 compares structural conditions across countries. It is an annual screening tool for policy and research, not a record of influence events.
PSII originated in the creator's SAIS capstone and Philippines/South China Sea field research. The public dashboard translates that research question into a cautious annual structure: what conditions make policy environments more resilient, or more susceptible, to undue private-sector influence?
The 2023 published edition is archival and tied to the original publication. It is not merged into the annual Core v2 rankings.
The annual structural index uses the revised v2 methodology. It is resilience-oriented and not numerically identical to the chapter table.
